In this article, the main factors that intervene in a structural reforms focusing on the actions that come into play for the emergence of educational reforms, describing the internal and external processes preceding these changes, observing the role played by different actors such as the political class, trade union, international organization and of course the government, all elements serve a as preamble, for a second time, to focus on educational reforms carried out in Latin America from 1960 to 2000, which have marked the priority lines of action of educational systems, adapting them to the own rhythms and capacities of each country.
