The sustainable increase of own revenues at the three levels of government in our country must be established through a strong paradigm shift, and it is in this study that regulatory improvement is described from the perspective of the municipality in our country, as one more means for the consolidation of the municipal finances of the municipalities. and the long-awaited achievement of increased resources. But it is based on the central idea that municipal treasuries live in the face of the lack of sufficient resources to meet citizen demands, and in a second perspective, which considers regulatory improvement as an ideal means of access to procedures and services of the municipalities at a better cost and possible access; that hand in hand with these two approaches, this study aims to be useful in consolidating itself as an instrument for municipalities and their tax authorities, where it is illustrated as a means for the gradual increase of the sources of income typical of the aforementioned paradigm shift, in which municipal admirers see the opportunity in the field of regulatory improvement, of administrative simplification and modernization, a true instrument for the increase of their income and, as a consequence, the fulfillment of the majority of social demands and their substantive objectives. Not to mention that it will be implemented as another element of transparency and legality aimed at citizens in their capacity as users of procedures and services
