The constitutional State of law is a State in which the pre-established legal order reigns and emanates from the legislative body through the corresponding process. Living in a constitutional State of law means that the power emanating from the people conducts itself with unrestricted adherence to that legal order, complying with and enforcing the law at all times, performing the functions that have been conferred on it with diligence and honesty for the benefit of the population and the common good of humanity. However, to speak today of the constitutional State of law in the Mexican State is to speak of an expression apparently unknown by those who have the sacred duty to make it prevail. The holders of public power and political operators from which these holders of constituted powers regularly emanate, have erred in the interpretation of the expression "Constitutional Rule of Law", conveniently handling it in one sense or another according to their particular interests or groups, which has led to a disorder in State institutions and a total social rout that has resulted in the constant violation of human rights and a latent, growing and unstoppable citizen insecurity.
